1INTRODUTION
ThisRFTdocumentisissuedtosubcontractthe[Subbase(RumailaoilFieldregion)]forGeneralConstructionServices4andConstructionServicesforWaterProjectsfortheRumailaOilField.
1.1ChinaPetroleumPipelineEngineeringCompanyLimited-Iraqbranch(“CPP”)has,issuedthisRequestforTender(“RFT”)toselectedbidders(eacha“Bidder”)inordertoobtainbidsubmissionsinrelationtotheprojectdescribedinbriefinparagraph3belowandinmoredetailinthescopeofworksetoutinAppendix6tothisRFT(“ScopeofWork”).
1.2FollowingsubmissionoftheBids,CPPmayselectoneBiddertoenterintoalegalagreementwithCPPintheformsetoutinAttachment5：DraftAgreement-subbaseContractWestQurna1oilfieldtothisRFT(“Agreement”).TheAgreementshalldetailtheScopeofWork,thetermsandconditionsandagreedfeespursuanttowhichCPPmayengagetheselectedBidder(s)toperformallorpartoftheScopeofWork.

Ifthebidderhasanyobjectiontothetechnical,commercialrequirementsinthetenderdocuments,thebidderisrequestedtoclarifyinwritingtotheTendereewithin7daysofreceiptofthebiddingdocuments,andnoclarificationwillbeacceptedafterthedeadline.IfnoclarificationisprovidedtotheTenderee,itwillbedeemedthatthebiddercanmeetallthetechnicalandcommercialrequirements.TheTendereehastherighttorejectthedeviationitemspointedbyBidderandregardthebiddingdocumentsasunqualified.

Toenhanceconfidentiality,thedeadlineforpasswordsubmissionis30minutesafterthedeadlinefordocumentsubmission.Itisrecommendedthatyouprovidethepasswordwithin30minutesafterthedocumentsubmissiondeadline(youmayusethe"scheduledsend"functionofyouremailtosetthetimefortheemailtobesent).
Theoverduedeliveryofthebiddocumentswillberejected,andthedeliverytimeshallbesubjecttothetimeofthedesignatedemailID.
6.1ShouldtheBidderfailtosubmitbeforetheaforesaiddeadline,theProposalDocumentswillberejected.Thetimepresentedinthee-mailshallbeconsideredasthesubmissiontime.
6.2Beforethedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetocheckwhethertheproposalshavebeensuccessfullydeliveredtotheassignedemailaddressbysendingtheemailtotheundersign.
6.3Before3daysaheadofthedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetopostponethedeadlinefornomorethan7daysintotalincaseofpuzzles/difficultieshappeningtothevendorsforpreparingthebiddingdocuments.
